He has been practicing law for 15+ years, graduating from University of Tulsa College of Law in 2009. His career started as a prosecutor in Tulsa County working on juvenile delinquent and deprived cases. He was eventually assigned high risk/gang cases at the juvenile bureau. He then moved on to adult criminal cases where he prosecuted felonies including robberies, DUI manslaughters and murders. His numerous jury trials earned him the Top Gun award in 2013.


After his time at the Tulsa County District Attorney's office, he moved on to private practice where he handled cases in family law, juvenile and deprived matters and criminal defense. In 2023 he returned to public service, as an Assistant District Attorney in Rogers County. Since joining in Rogers County, he has prosecuted major crimes such as robberies, murders, sexual abuse and drug trafficking cases. His dedication to these cases earned him the District 12 Prosecutor of the Year award in 2024.


He has tried over 40 jury trials to verdict.


He was born and raised in Collinsville, graduating from Collinsville High School in 2002. With the exception of his time out of state completing his undergraduate degree and a year living out of district during law school, has held residence in the very district he is running to serve. 


Phillip decided to run for District Judge for the 14th District, Office 4, because he wants to be a servant to the citizens of Tulsa County. He has dedicated half of his time as an attorney to public service and would like to continue to serve in a judicial role. He is especially honored to run for Office 4 as the votes will come from the community where he was raised and has been raising his own family.


If elected, we can expect a courtroom welcoming to all litigants and the community. He will be fair to the litigants before him as he has practiced on the prosecution and the defense side of the law. He plans to run dockets efficiently and to have judicial efficiency with his rulings. He has had the privilege to observe and learn from numerous other judges and knows what he would and would not like to see in his courtroom. In addition to providing service that is fair, just and efficient, he will always remember what it was like to be an attorney on the other side of the bench.  He will have an open door policy and welcome attorneys into his chambers, something he feels is missing in the current setup of the Tulsa County Courthouse.
